ICAO Aligned Aviation
Compliance & Competency Management

Define, Identify, Report and Develop Team Competencies

Competency.Aero is the world’s first ICAO-aligned aviation competency management platform.
AviComp LLC / Competency.Aero - Aviation Competency Management Service helps airports, defence organisations, and aviation companies define, develop, and demonstrate personnel competencies across all operational and engineering roles.

Aviation Compliance & Competency Management Services

Aviation is uniquely governed by globally unified regulations, led by the International Civil Aviation Organisation (ICAO), ensuring consistency, safety, and efficiency across international borders. Its unwavering focus on safety, real-time accountability, and specialised training distinguishes it as one of the most rigorously regulated sectors worldwide.

As an Accountable Executive, the responsibility for a robust Safety Management System (SMS) is paramount. This includes ensuring personnel are qualified, competent, and equipped with detailed job roles and standard operating procedures (SOPs) to execute tasks effectively.

A Competency Management Service is a structured framework designed to ensure that personnel possess the necessary skills, knowledge, and behaviours to perform their roles effectively, safely, and in full compliance with regulatory requirements.

It goes beyond traditional training, focusing on assessing, developing, and maintaining competency to meet both organisational and industry demands.

About Aviation Competency Management Services (ACMS)

Aviation operations are inherently complex, making it crucial to ensure that your personnel are not just trained but truly competent in their roles. This guarantees that your operational staff not only comply with regulatory requirements but also meet your organisation’s high standards and expectations.

The processes supporting this service have been refined over 30 years of application in high-risk industries. They have now been updated and tailored specifically to meet the peculiar demands of the aviation sector.

Competency maps (CMAPs) have been built using ICAO, EASA & National Aviation Authority’s standards and guidelines. Content can be customised to the unique needs of organisations of all sizes, whether small enterprises or large, complex operations.

AGL Competency Management

Demonstrating global competence for airfield lighting professionals

The AGL Competency Management framework within Competency.Aero enables aviation, defence, and contractor personnel to record, verify, and demonstrate their Aeronautical Ground Lighting (AGL) skills and qualifications.

It follows the IET AGL Competency Framework, aligning to BS EN 61821:2011 for the maintenance of aerodrome lighting constant-current circuits.

Global Framework – Local Recognition

  • Designed for worldwide use, with active application in the UK, Australia, and expanding across international markets.

  • Uses the ICAO ATSEP model to ensure consistency and recognition across aviation sectors

  • Includes role-based coverage for Design, Installation, Commissioning, Field Maintenance, Workshop, and SMGCS/Management roles

  • ICAO Doc 10057 Manual on Air Traffic Safety Electronics Personnel Competency-based Training and Assessment, E2, 2020 or National CAA Regulations

Competency Levels (ATSEP Model)

Each AGL task or role is classified by operational complexity and depth of knowledge:

  • Level A: Immediate restoration or configuration (front-panel level)

  • Level B: System-level fault analysis (functional level)

  • Level C: Detailed diagnosis and repair (component or software level)

Individual Digital Electronic Logbooks

Every registered AGL professional has a personal competency logbook within Competency.Aero that records:

  • Completed tasks and supporting evidence (e.g. maintenance reports, photographs, commissioning sheets).

  • Independent verification or witness sign-off by qualified assessors.

  • A live competency portfolio that can be shared directly with airports, defence clients, or contractors as proof of capability

Why It Matters

  • Provides transparent, auditable competency proof for client and regulator confidence.

  • Strengthens compliance with national and international standards.

  • Enables companies to showcase qualified personnel for airport and defence contracts.
